I don't know how many times I have always wanted to turn the tool tip pop up off. I Hate it when it pops up in middle of combat. The Devs NEED to make an option in the interface to totally disable it, not just delay it for 5 seconds.
It gets really annoying and detracts from combat when it pops up endlessly.
