While doing dailies over the weekend I discovered something kind of helpful in using Eject Warp Plasma. Admittedly I have only used it in the (limited) PvE that Klingons have; There isn't much low end PvP to try it on from what I have seen and experienced.
What I've found is the obvious fact that the size of the cloud made by Eject Warp Plasma is dependent on your ships speed. The faster you go, the bigger you make the cloud. From what I saw, just observing the damage enemy ships took, it didn't scale down based off of the cloud size. I admit I could be wrong on that since I play the game and don't try to turn it into a statistical analysis. Just using Evasive Maneuvers (I can't remember the exact name of the ability) more than doubles the size of the cloud from what it looks like when I compared running full speed and using Evasive Maneuvers. I can only assume that other speed affecting abilities would increase it more.
I realise most here probably know this or have already figured it out but in case there's one or two of you who haven't I decided to post this.
Speed doesn't really increase the size or amount you drop, EWP ticks with high speed or evasive does allow you to cover a bit more ground, but you'll notice it'll drop in pockets (due to the tick) at really high speed rather than the connected clouds you'd see at slower speed.
In terms of increasing the damage it does (beyond skill points invested) you have a few options:
1. It benefits from the decloak damage bonus
2. Attack pattern beta on the target (probably sensor scan too and anything else that lowers the targets resistance)
3. Emergency power to weapons brings damage up too if the plasma is deployed within the first 5 seconds of activating EPtW.
I used to dump plasma on entire groups when decloaking with EPtW + Beta + Fire at will + Evasive in my Negh'Var, fun times.

The screen shots I took for comparison (from about the same angle and distance panned out from my ship) suggest otherwise but yes, it does seem to be a tad more clumpy when it drops. But covering wider area is worth it I think.
