Isn't it the Pikard Maneuver.... Pickard used warp drive within a star system to either rescue somebody from the ferengi or attack the ferengi while in the star gazer? Riker maneuver? They should make it an ensign level tac skill, target something at the range of your sensors... hit pikard maneuver and be within 1 km, punch them in the chin.... BAM

It was the Picard maneuver, and what he did was use a micro warp jump from a short distance away to right on top of a Ferengi vessel and then blasted it into dust.

Yup it was the Picard Manuever, what it also did was make it seem like he was in two places at one time since the Ferengi at that time used visuals not sensors to get targets. What Riker did was Tractor beam Picard in the Stargazer to hold him there and make him see reason because of the mnind control device that was being used on Picard.

Actually, they get set to 0. You just happen to have the Captain efficiency bonus [most likely, Borg?] that guarantees you always have 5 power in every system.
