Is there anyway to have another player train my BOFF's Skills? Lets say i am a Engineer and i want HE3. can a science player train me or my BOFF? If so what is the process to do this?

Yes, but only if the other person has the ability to train the skill. You just have to trade your BO to the other person, and then the other person trains it, and then returns the BO to you. Of course you have to trust this other person. No guarantee some scrupulous person won't just leave with your BO.

Ok so it has to be a Unused BOFF? didn't know we can train them Pre-Commissioned

No. You'd need a middleman to transfer the Boff from your 1st character to your 2nd. Commissioned BOs can't be mailed.

Also "bound" characters, like the borg or holographic bo's cannot be trade-trained.

Keep in mind. A officer has to be commissioned to be trained by a person. That means you can only train officers that you or others have commissioned, no train and sell on exchange. So only commissioned officers.

All items must be removed from officers INV.

The person training must have a free "commissioned" slot open.

Middle man is the way it goes. Find a friend/guildmate, or some one you can trust. Especially on rare BO's!!! There is no reason for cryptic to intervene on stolen boffs. It's purely buyer beware.

Why you may ask?

Online games assume that you are not a idiot (in general), and have plenty of work dealing with the fact that it's not true.
