We will be bringing down Star Trek Online on Wednesday, November 17th from 3:00 AM PDT to 6:00 AM PDT (10:00 AM UTC to 1:00 PM UTC) in order to perform maintenance and apply a new patch. We will update this thread once the maintenance has been completed.

Hehe I think they just made a slight error in calculating the times. Partly becauase if they did go by the UTC they would have started an hour late as well, and they were right on time believe me.
to those people who are complaining that it is over 50 minutes late, you are WRONG.
I live in the UK, and the server went down at what was for me 11.00am UK time, and as its now 14.07PM, that means its only 7 minutes late in coming back.
From what I've seen since coming back about a month ago, the patch times always run at least an hour over scheduled. Someone needs to explain the rules of Engineering to Cryptic, namely: Always say it will take longer than you think it will, that way when you get done early everyone thinks you are a miracle worker.
Works better than saying it will take less time than it will and running past your self-imposed deadline.
UPDATE:
Due to an unexpected delay, maintenance will be extended for another 40 minutes.
