Some details:

I'm mostly PvE and wanna tank in Space and on Ground (STF's) and I fly a Retrofit Heavy Cruiser (Excelsior)

2 Dual Phaser Banks, 1 Phaser Beam Array, 1 Quantum Torpedo Launcher forward
3 Phaser Beam Arrays, 1 Quantum Torpedo Launcher aft

figured that would give me decent forward power with double duals, the ability to strike with 4 arrays if targets are at either side,if I need to face an enemy quickly I use evasive maneuvers and drop throttle to quickly turn

I'm aware I probably need to revise the BOff abilities, so any feedback on that and the whole thing would be greatly appreciated
