Sure, introduce a sector block that is open PvP. One condition: nothing, and I mean nothing!, in it or from it can be used in PvE. Not the PvP-only consoles, shields, weapons, nothing. Automatically treated as white/common gear for all purposes outside of the PvP areas. Make them awesome for PvP.

No PvE usable rewards at all. Otherwise those rewards will be buffed untl they are better for PvE than the PvE earned gear in an attempt to get PvE players into the PvP areas for the gank squads to skeet shoot. They've done this before, let us not do it again.

There are WAR ZONES both in space and ON THE GROUND. The ground/borg War Zones are EMPTY. Here is a perfect fully open PvP zone, complete with the occassional NPC to fight if you want to go to the areas they are at. But they simply aren't used, why?   • Few people like ground combat in the first place. Maybe it is because Startrek is primary associated with space combat (if combat at all), maybe it is because the system is just weak compared to other games.
  • It is only one warzone. It is always the same experience, no different goals, no different map. It is very repetitive. (IMO, the ground warzone also is not a particularly good looking map. The Capture & Hold map is a lot more compelling.)
  • The two Open PvP zones in this game have no concept of persistence or "lasting achievement". Once you are done with your scenario, it takes 5 minutes and the scenario resets. That's it.
    Territory Control changes this. Suddenly having won or lost a "match" means control over a sector. It means access to a new, different mission you didn't have before. It means a chance for progression and failure.

Ground PvP would be played alot more if you didn't have to choose to put your skill points either in ground or in space. Separate the skill points for ground and space and this problem would be solved. I believe there are some MMOs that use a similar approach.

HAVE YOU OPENED THE GALAXY MAP AND SEEN HOW MUCH BLACK YOU HAVE SURROUNDING?

DO YOU KNOW YOU COULD MAKE A WORMHOLE LEAD TO A WHOLE NEW AREA OF THE GALAXY LIKE YOU DID WITH THE TRANSWARP?

Territory PVP can be done in such a way that it does not affect people in the main areas of space.

Open pvp can be placed in areas where NORMAL players NEVER have to go, So this talk about how everyone isn''t for open pvp is just a lame excuse. It can be done in such a way that those who want it have to access to it and the areas and those who do not, simply carry on as though nothing has changed.

Right now the only content STO has is missions, a bit of crafting. What other content is there? The pvp games/scenarios are lacklastre and short lived. Not even to say epic in scope like, ok you have a 70 reinforcement number on each side, kill x starbases while defending your own or something like battlefield bad company 2 rush mode in space.

so besides missions sto has no content.
