Is it possible to create a dialogue, that is linked to a NPC, that does not belong to the story line? I mean in the Cryptic STO are many NPCs with a blue "i" above their head, that only give some Infos. Is it possible to create something like that in foundry yet?

Yes, it's possible and you create this dialog as the default dialog for the NPC. Later on, other objectives can attach different dialogs to that NPC but every time the player will "talk to" that NPC and the conversation isn't the current objective, the default dialog will be used.
However, be careful. I had a whole map full of NPC with a lot of these default conversations. And then suddenly, most of them no longer work. - It's most likely something I did but just in case if it happens to you; it happened to me as well.
