They're broken. They've been broken for at least a year and a half. Fix it. I get that it's not a "major bug" and that it isn't interfering with gameplay, but it would be nice if they worked properly at some point during STO's second year.
You forget that we are the Klingon Faction. We are getting content/ bugfixes when the Federation has all their thounds of shiny ship classes implemented, a storyline of over 1000 Missions and costum/ race variations in the hundreds.

you also after the federations have all there quests remastered, all the nerfs they cry for so they can auto own us in pvp, every ship console possible to give them the extreme diversity and customization possible, make it feel like they have won the war before its over and added atleast 28 new sectors just for the federation including the delta and gamma sectors. more mini games just for them including poker and completly usable ship interiors that are usable and customizational in every sense.
