Star Trek Online needs an Officer Exchange Program. Where you can swap bridge officers with a friend or fleetmate or stranger. That bridge officer gets to work on the other ship and gets to learn an Extra skill or Bonus skill set.

The Officer Exchange Program was established in the 2360s as a way of improving relations between the United Federation of Planets and its allies. Commander William T. Riker of the USS Enterprise-D volunteered for the program and was posted aboard the IKS Pagh, a Klingon Bird-of-Prey. The Benzite, Mendon, was posted aboard the Enterprise-D as part of the same program. (TNG: "A Matter Of Honor")

Lets says only your Commander can be in the exchange program. And only one of your boffs at a time

This program would take 6 weeks to earn any rewards or skill points or new traits. Also Accolades for cross training your officers.

The first week in the program you could earn a new skill slot for ground or space.
The longer your officer is in the program, the better the rewards. And if your Commanding officer or Boff completes the 6 week program. you get a larger rewards

Interesting idea. A better way to deal with training other players' BOs and buying them is certainly worth looking into, but this seems like it might tie in with the new crew system a bit more. Would whatever powers/bonuses you get stack on top of any department head or first officer bonuses? What would the bonuses be? They'd have to be pretty dang good to give up a BO for 6 weeks.

Hmm, your idea does have potential. I could see this potentially fitting in with the second part of Cryptic's Duty Officer system where they fully implement Department Heads and the First Officer system.
