Cruiser have an inherent survivability to thier design and a reliance on Engineering as their primary Captain choice.
This means they have less Firepower output (in comparision to escorts) when piloted by Science or Engineer.
A cruiser may have a Tactical Captain that will bring the carreer abilities to increase thier damage output capability at the sacrifice of survivalbility.

The designs are fine they way they are and need no changes.

The only class that has a problem with Tactical Ensign powers are Escorts. Because you are running higher tier powers as well and you can load up enough and be so specialized in your weaponry that you just couldn't fit an additional power in.

Thats the thing, i think all the high end ships have the problem with low end skills cluttering your build, Thats the reason i went with the adv sci refit, it has the generic BO station, that way i could run with what i want

The biggest problem is the global cool down between the sci/tac/eng team powers...Tac team is good, but i need the shield heals i got em power shields, and 2 copies of sci team, sci team has like 30 or 45 second less cool down between two 2 copies of em power to shields, so i only have one copy of eps and the sci buffs are very nice as well

I would love to run tac team but it would kill me, i spam rsp,eps,st,st and the eng shield heal pound the distribute shields key like a mad man, pop a rechargable shields battery and i hang on for dear life, 2x copies of he keep me alive and miricle worker right after i pop fleet support and i threw photonic officer on that baby to reduce the cool down timer of the big shield skills and main sci powers for that extra time to live

The way i get by is the rare power transfer thing and eng abalities that add to power levels and reduce power drain

I think this betrays a hidden problem of the current game mechanics - too many powers per ship.

Imagine we just had a Commander, a Lt.Cmdr, 2 Lt. and an Ensign power. Not slots, just powers.

But of course, changing this now is way too late. I can't even imagine the screams that such a major "nerf" would cause.
But I submit that we would still be able to beat the existing PvE enemies. It would be a challenge, and maybe Elite PvE would be unbeatable. But it would work.

Only if the KDF vessels of the line, Raptor, Vorcha, and Vov get an ensign slot as well. Otherwise I still hold to the premise that the Gal-X and AC are fine as they stand.

Thanks to the buff to tact team, the ensign slot is pretty useful now.
