Since they refer to it as a "Jupiter Variant" my guess is:

1) They're creating a new default Starfleet Uniform for S4 called the "Jupiter Uniform".

2) The Terran Empire uniform we saw is a Mirror Universe variant of it.

3) The Veteran reward is a dressier variant of the uniform.

I still have a month left seeing that I got my account starting during headstart, but still, that would unfortunate if some nice parts of the 500 rewards aren't ready...although the free ship slot is just as good :p
