For the sake of argument...stop me now if I'm taking this too far but..
You could write a batch file to automatically generate a bind file called say target.txt in your STO folder and also copy the "bind_load_file target.txt" command to the clipboard. It would be quite straight forward I think. I reckon even I could do it.
That way all you would need to do is launch the batch file, enter the names, hit enter, then ctrl+v in STO to apply the bind. That way you could set up binds as quick as you can type 5 names.
Ok, so I did it. Pretty easy to use. Are there rules against such things? If not, would anyone like the code?
A quick test, using the names you did, I produced the bind file and imported it into STO in 17s. i'm sure I could do quicker I made a mistake or 2 typing.

3 target hil'bert
4 target linnty
5 target tide the roleplayer
A little tedious if you don't really care about macros, but if you are going to the trouble to create a target macro anyway it's probably worth it.
Why not just use the built in key-binds for target teamate 1 2 3 and 4?
Because with that you are only targeting your Teammate X, with the added "assist" command you instantly switch to whoever your Teammate X is attacking.
