A bug that involved Romulan Liberated Borg captains and their skills once they chose an ally
Also, I get why this happens when you scan things and stuff like that, but this shouldn't happen just because your BO feels the need to inform you of something. For that matter, it shouldn't happen when you hail somebody as it was in STVI when the annoying dude felt like quoting shakespear when he was launching torps all over the place.
