I can see a use for the Peng in an anti-carrier setup,the aoe is nice.
I think it's still a bit OP against escorts, but i totally ignore them on my cruiser. So I'm not sure how i feel about them.
I think the thing i hate the most about them is that only Feds have them. I REALLY hate that. It's like the Devs gave a big FU to my faction. here you go Feds, have a Klingon torpedo. You Klingons, no.
Ran into a guy in an Intrepid during a FvF match and he made a Hargh'Peng Boat with nothing but Pengs and he uses the TB+GW stack to get you're defense to 0 and then uses Scramble Sensors on you so you can't use heals. He got me nicely down to 50% on my Cruiser using this tactic, and took out an Escort in a PvP Fleet in another match using this tactic.
Once Klingons get Pengs, I can see this tactic become more common. So hopefully Cryptic does some further rethinking.

I have been seeing alot of people using peng boats in pvp lately, they fire the first 3 off every 4 seconds this is broken, I came up against a team in a arena match that had 3 team members using nothing but pengs, it has ruined pvp for me it was the only part of the game that i enjoyed, mabey they should make the peng a uniqe item IE: only 1 per char.
I have a themed excelsior retrofit that i use 6 polarons beam arrays and one fore and aft peng torps with my tac officer. I named her "Purple Drink" I use it specifically for mining gear in Kerrat. It's my utility beam boat

Klings don't use scramble for one very buggy reason.
Ok, how exactly is the damage for the secondary explosion determined? Does it still take into account the number of friendly ships nearby and increase the damage to the primary target? Or does it work as (well how I thought it was intended) and do the the same amount of damage to the primary target and just hits everything around with an AoE? Because from what I remember reading from the description, the number of friendly ships nearby should not affect the damage to the primary target. Originally they were bugged an applied all of the damage to the primary target instead of dishing it out as an AoE. So why would scramble still be useful for increasing Peng Damage?

Well from the experience and the fact we have at least 2 well known fed fleets using SS to augment pengs I tend to think the overall vicinity of "allies" ups the damage along with the tactical buffs or science debuffs. HE should provide an immunity to the secondary effect during the duration. So for the 15sec that HE is running the DoT and secondary effect is null. But I am sure there will be others who are "better" than me stating that is stupid and that I am n00b, blah, blah, blah.
