If your going after the proc, go dual cannons. If you don't mind the proc, go dual heavy. Both deliver the same DPS, but dual heavies hit less often for harder.
DHCs have higher DPS because the power drain doesn't last as long per weapon. You are consistently firing at higher weapons power.
I personally run 1x Quanutm, 2 x Dual Cannons, and 1 x Dual Heavy in front with 1 x Quantum and 2 x Turrets for aft. Couple with an EPS engineering console and my weapons power resets to full just before auto-fire triggers the next salvo.
You can run with 3 DHC in front with escort but without any beam you will lack beam skills, like BO, target subsystem, which both are great. If you run mine on back you will have more skills to use also. I think versatility is important when you fly any kind of ship or play any class.
Just hit VA a few days ago on my 1st character. While I was levelling I tried pretty much every ship class at some point. Visually nothing beats a Cruiser, however I find I do "better" in a Escort. Heres the problem tho, I dont much like the gameplay and the "feel" of cannons. So my question is this:
Can you run Beams on a Tac and not totally gimp yourself?
Example: Front 3x DBBs + Quant
Rear 2x BAs + Quant (torp or mines)
I would arrange BoFFs with powers to take advantage of beams of course: BO, FAW, and HYT for the Quants.
Is this even viable or would I be better of running a beam cruiser? Im flying a advanced escort atm.

It is possible you find you work less well in an Escort if you change its gameplay.
The thing with PvE is - the best thing you can do is deal as much damage as you can, and have a little way of self-healing and (possibly more importantly) resistance buffing (e.g. Emergency Power to Shields). A Cruiser and a Science Vessel offer way too much healing for your good, and less direct damage.
Whatever you equip your Escort with, if you pick the appropriate powers for your weapon choice, you'll deal a lot of damage and can get through PvE enemies quickly. But the fastest way will probably always be DHCs.
Visually, the DBBs will certainly make a difference, but I suspect the playstyle will still be similar to DHCs. But maybe seeing beams is all you need to feel better about your experience with Escorts.
Ya its a lot about the visuals for me. I dont like the look of the DHC shots, and I feel there are only few ships that looks right using cannons. Play the game how you like.

Have you tried normal Dual Cannons? I think those look closer to the "canon" Defiant, though they are strictly speaking not as strong as DHCs. (But the difference is small...)

Difference being 5-10 DPS in a range spanning into the hundreds, if not a thousand or more depending on range and other factors...
