Fighters and shuttles can't disperse mines (no aft weapons).

If I have a team, I usually PvP , so you're right. I must admit it might be more useful in teams and with high difficulty levels. I bow to your experience there. But the last time I did such Elite difficulty team PvE, I didn't really know much about hardening my ship against damage with shield resistance and all the like. In fact, I think it happened before Season 2 and the big balance changes...

If you're normally PvPing then an elite pve mission is nothing. Stuff has more hull, shield and weapon strength, but that's about it. Their tactics don't change at all.

I ran some elite missions the other day with a mine laying build. It took FOREVER to kill stuff. Frigates eat mine damage alright on elite, but cruisers; getting their shields down low enough for mines to do any appreciable damage probably took 3-9 minutes each. And this is a ship build designed to strip shields and drop tons of mines.

Maybe what we need is a new type of mine device. One that does no hull damage. Instead it blasts the target with a charged particle burst, like the science ability, stripping away some shields. Maybe balance them so that it would take 3-4 CPB mines to completely strip a player ship of shields (without their using any abilities).
Mix one of these with a couple quantum mine devices and it would probably help a ton.

There could be several player choices, preset into the mines.

1) Contact or AoE damage. Contact for hull damage, AoE for shield.
2) Cloaked or not cloaked.
3) Chase target or Stay stationary.
4) Dispersed or cluster laying.
5) Mines could also be set to Friend or Foe. When set to "Friend mode" they explode against anybody but are shown as Friendly to everyone. You would have to target individual mines, not damaged by AoE's, and they would also detonate against the even laying ship. In "Foe mode" they act normal. They are damaged by AoE's and will not explode against friendly targets.

A player may/could set the mines cloaked in a dispersed pattern to detonate for AoE shield damage, surprise!. Similar to Torpedoes AoE.

If you want to direct enemy movement, you could lay contact mines in clusters visible.

Mines actually do alot more then you think.

Minespam chronitons is a pain in Arenas. especially for poor escorts.

Minespam + Scramble = Very frustrating.

Such is pvp, in pve however, things are different. Such as with "scramble sensors". In order to get scramble to work properly, ie , make they enemy stop shooting at YOU, you must first, give that enemy something to shoot AT. Mines acomplish this. They are also usefull to burn off enemy ablities, like BFAW. Mines are also quite usefull to destroy heavy torpedos and fighters. To get the dmg of an equivalant Mk # of torpedo, ALL of the mines have to strike the target. The way to do this is to lay the mines on top of the enemy, or get the enemy tto spawn IN the minefield. The GREATIST utililty of mines are, twofold. Their THREAT and their PROC. That Proc is Slow. Chroniton Mines Will Proc On a Shielded Ship [npc]. Without the acsess to the crowd control abilities of a science vessel, Mines fill that roll for other ships. Mines also help with that continuse problem with Escorts , Power Mangement. Those ships with a Cloaking Device however, Mines are unnessesary.
