I agree with the "No Cross Faction Teams" rule. Why would a klink team want fed goody-two shoes on their team and feds want filthy stinking klingons on theirs?

There would need to be a lot more restrictions in order to make this close to competitive, imo. The idea of ladder/tourneys is great, but not being able to mod the imbalances specifically the restrictions would need to be quite a bit tighter. Not very fun to participate in, or watch with the current balance issues that are beyond belief.

Please be more specific, what powers/ships etc would you like to be restricted then?

I think that at least one captain of each type would be better for balance issues.

One of each captain type is another wording, witch reduces the amount of sci to 3.

We whent for the more intresting choise of having either 2 tac 3sci, or maybe the most potent stup 3 sci 2 engineers.
