Antimatter Spread really isn't all that bad. I had it used on me several times in PvP last night and was able to successfully clear it every time with F1+Sci Team. The cooldown on it is so long that you'll definitely have a sci team available by the time your opponent throws it out again.
Besides, it lets us Cruiser Captains give those darn Scientists a taste of their own medicine for once. If the only way to have a chance in PvP is to scramble the scramblers then bring it on. Maybe after the people who scramble get a taste of their own medicine everyone can come to the agreement that it needs to be majorly nerfed.
Of course I still want the ability to jam someone a la Spaceballs.

Should we just get used to this kind of stuff? Going free to play means they need to find reason for us to buy crap from the c-store.
Champions Online already went free to play. All those power-up devices - don't work in PvP. No turning into Vampires, Werewolves or Demons, no heals, no sidekicks, nothing.
If CO can do it, STO could, too.
I personally cannot confirm any of this.. Perhaps you got shockwaved/Tric Stunned while some one hit you with the spread?
Any time I was hit with the spread, it was Confuse + Jam sensors I could target other enemies and use my abilities as normal.
But I do agree I dislike the ability. I don't hate it. I just don't particularly like it.
It's confirmed by the likes of Era. Your powers are still 'clickable', just when you click them when trying to heal a team mate nothing happens. If you target yourself then they actually go off. In essence it's worse than scramble because you can't do any healing or damage while it effects you, but it is self clear-able.
So antimatter spread is like a SS with a little PSW and UI Lag thrown in go figure.
I do not know what is more astonishing that someone in cruiser tested this or the fact someone with a cruiser tested this with the knowledge that Sci ships are the bread an butter now.

To be honest, if this is any indication as to a possible revamp of scramble sensors, I'm all for it. Seriously, this would be a fantastic change for scramble sensors. If I was in an intense fight and my escort got hit by this SS and SNB, I'd have a chance to clear it, whereas the current version of SS would require my to deselect my target, reorientate my camera, select myself and then use the ability (and if it was specced up SS2/3, chances are it'd STILL end up on someone else). Given the choice, I'd prefer this was spammed then the current SS (though I wouldn't want either spammed).
By the way, has anyone noticed evasive failing when affected by this new skill?
That said, as a console ability, no way. It's bad enough I have sci ships messing up my targetting. In three C&H's today I had my sensors scrambled more by cruisers then sci-ships.
Keep it as a placate ability that deals moderate damage in it's AoE. Prevents people firing on you and would be a good way to clear mines/PvEspam.
My only question is this: Why, at all, would anyone need this to do PVE? Considering the devs don't exactly put abilities in the game with PVP in mind, who would honestly use this, and why? Are the Breen that difficult now or something? Their wild sub nuke arc is really getting with those PVE'ers huh?
I thought Antimatter Spread was just another confuse ability
Tooltip says it's Placate for 12 seconds and +1 Confuse, which I think accounts for the unclickable abilities thing. I don't know if there are any other space placates, but it's basically like a low-power, long-cooldown love-child of Scramble + the sci captain Neural Neutralizer ground power.
