The boff skill trainer says that the skills are invalid for all skills for all classes

I used my Engineering Captain to train Engineering Team 3 to a Boff, and ended up with a -540 Boff point debt. Please fix?

Looking at the Boff's stats, it's saying I spent 2400/1200, but won't let me Promote her, either.
