Here's one that I can get my head aroud that requires 3 prisoners in order to initate the Doff mission? Any ideals on have I get prisioners?

I got one from a critical success on I think a military assignment. He's going to keep getting debriefed until he dies or I find a better assignment that needs him.

I have been doing Doff missions for almost a week and I still havent gotten any prisoners or contraband.
