Complete fiction. Like approximately everything on that website. The higher apogee than expected required less than 1.5% extra velocity at perigee, where the rocket dropped it in orbit. The Saturn C, primitive with no throttle settings between off and on had significantly more than 1.5% variation in thrust. Explorer 3 and 4 (the only other successful Juno/Saturn C launches) were also significantly off their expected apogees, but conspiracy theorists don't like to talk about satellites that are 20-30% below their intended orbits.
