Why would you like to increase the ship size? This to so it fits the role of "star cruser" aka the biggest ship? Or do you feel its under powered compared to every other ship? Never commanding one I don't know much about it.
Probably the bigger tank style philosophy I'm sensing here. How do you think the klink players feel though? The Negh'var has 2.5 times the crew in the same sized hull!
The klingons also don't live in luxury like starfleet officers do.
Those holodecks, tennis courts, barber shops, and replomats take up space.
Add in the fact that Star Cruisers are half science ships as well, then youcan expect that there are a good number of labs that take up a lot of space like on a galaxy class ship.
Star cruisers aren't going to have the sheer number of crew that Negh'var, which is first and formost a warship, with extra crew for invading worlds and bording other ships.

As far as power goes I'd say it is powerful enough. With one more Engineering and Science console than the Galaxy, and an extra aft weapons port. and an extra device slot. But while it is slightly longer than the Galaxy, its hull is smaller. I do think the crew compliment should also be upgraded.
As it is now I don't feel like it lives up to its description. It's crew is only 1000. I think that its crew compliment is rather small, the ship its self could be a tad larger(And perhaps slower or less agile with a turn rate of 7).
I think just a simple scaling up some where in between 1.05 - 1.20 would be sufficient. And perhaps an additional 500 crew.
I'd rather seem them revise the design of the star cruiser a little so they doing look like Flash Gordon rocket ships with that impulse engine right at the back :p
