With the changes made to not being able to use cross faction doffs except the diplomacy ones I have 2 blue(rare) Klingon armory officers on my fed that I got through crit successes on "instigate defection" missions that are no longer useable on missions.
I can understand the ones bought on the exchange or traded for not being useable but the ones awarded through missions should be useable otherwise getting them as a reward is pointless.
