I'm seeing in my ship that I have the setup of boff's that i want, but there is an issue, I cannot use all the skills I've spent skill points on because the station ranks don't allow it, when are we going to see a ship that allows you to make use of all your hard earned boffs/skills

The answer is 'Never'... The restrictions of quantity of BO skills (both BO Rank and total number) is what distinguishes the different ship classes... (e.g. Escorts have support for high level Tactical skills, Cruisers have support for high level Engineer skills, Science ships have support for high level Science skills...)
