That will improve turn rate especially if you do spend the EC's and get a good one. That might alleviate some of your turn rate concerns.

RCS consoles are horrible. Almost anything is better than that. If you want a fast turning cruiser, fly a klingon retrofit, as I can get mine to a turn rate of 37.1. If you want a fast turning fed cruiser...
