He is on ds-9 now, not that it makes a difference, the q doesnt update when speaking with him anyhow. On my quest it says I wasn't eligible to receive the quest when I got it, or something similar, which makes me wonder how and why I actually did get it in the first place...
I've got the same situation with my Klingon general. He's got the broken mission as "ineligible".
I checked my Gorn general on Tribble, and he shows the mission as updated to indicate that D'Vak is at DS9. However, when I went there, D'Vak wouldn't talk to me, beyond general information. I couldn't advance the mission. So it's ... less broken?
Has anyone checked on Holodeck after today's patch? I couldn't find anything relevant in the patch notes.
I got the same invite around Jan 1 2012 for my Klingon General and the same "you were eneligible at time you received the invite, rewards will be reduced". I had seen D'Vak earlier with my Fed General at DS9. Thank-you for posting that First City is a bug, I'll stop looking. Sent in a "ticket" to STO and never got a reply all it had to say would have been, "sorry it is a bug find him on DS9".
On a similar thought Admiral Dvak's doppelgänger in the form of Captain D'Vak is still hanging out at Battle Group Omega. Maybe they should think about that too.

maybe Captain D'Vak is just admiral D'Vaks twin whos not as high in rank?
