Devs, I can tell you guys intended people to have the option of more into Attack or more into Defense, but:
1) There is no base ship hull resists. Once was 40% is now 7%. Stripping resists is part of the reason people are frustrated in the STFs and Red Alerts (well cant survive those STUPID 1-shots anyhow).
2) Investment into these skills is not viable. All 9 skill points equates to 12%, approxmately 5% resistance gain. It's not worth the investment compared to weapons.
