T2 escort only has an ensign engineering station, so only the ensign engineering power is available.

Yup, the tier 3 escort has a lieutenant engineering station so you'll be able to use your Engineering Team II skill in that ship.

Lt.Cmdr escorts only have an ensign engineering position. You get 2 tactical positions, but only 1 engineering and 1 science position. In an escort, you can use the ensign and lieutenant tactical ability.

To answer your question...yes. You won't be able to use your Lieutenant Eng. Boff skill until a Commander level Escort.

Ship Bridge consoles have ranks which are determined by the ship type and Tier. In general ship stations will be Ensign ranks up until Commander level/Tier 3 ships. And then still be maxed out. Bridge Stations of the specialty of the ship will rank up faster and higher for higher Tier ships. That means Tactical Bridge Stations for Escorts, Science Stations for Science ships, etc. And ships will also have an extra 2 or 3 bridge stations of the same special of the ship. Of course there are exceptions all other the place to make the Tier 5 ships very different and unique (like Universal stations or a Lt Commander Tactical station for the Tier 5 Advanced Cruiser Retrofit.)

SpiderMich has created a fabulous wall sided chart they details all of the ships and their various specs at a glance. The thread is sticked at the top of the Academy section.
