The strength of this ability should be reviewed and revised.
A wave of my cannons (with absolutely no buffs on myself) will do extremely low damage to a targets shields... however if he has FBP active, I end up losing an entire shield face and 50% of my hull!
And gods help you if you happen to Scatter Volley into a crowd and 1-2 people have FBP active.
You don't even have to be doing any damage to your target to get completely devastated by FBP! !! My 2 rear turrets firing at someone with FBP is enough to nearly kill myself. And i'm putting out NO DAMAGE.
