Are items like the Borg Bridge officer no longer unlocked for all of your characters when you buy them?

Look under your Legacy Unlocks tab in the in-game C-Store menu. It should be listed there as Available.

I do have another question. The Aenar bridge officer, was that a purchase that unlocked character wide? I don't remember if it was the same as the liberated borgs.

No, the Aenar & Caitian Boffs where character specific unlocks.
