"Login failed for unknown reason" error
Missing additional character slot for current/ lapsed Gold Members
EPtS3 is Engineering Captain only for training. The only way to get it is to ask someone to train it for you, if you're in a fleet that's the best way but if it's a valuable BOff it may pay to be careful who you give it to., especially if it's someone you don't know (like from ESD Zone).
Some BOffs (like the Lib Borg from the CStore) are bound to you so even if you find someone to train it for you you won't be able to pass it to them.

captain with 6 skill levels in ship stealth get the ability to train a
a Boff with mask eng 3
the trick is to find a friendly player with a rear admiral Science that happens to
have 6 levels of ship stealth that has the time to train a tradeable science
Boff for me.
hmmm might be an interesting way to make money in the exchange
Train boffs with hard to get skills, then sell them.
CORRECTION- my bag, that is a different captain skill... MES III is just a rare BOFF skill.

EDIT: Back, and no, you cant get MES3 from Stealth at all. My sci captain has that, but MES isnt mentioned in teh Stealth description, other than ability that benefits from the skill. So no, it's still not trainable. Unless it's in another skill other than Stealth, I didnt look at them all.
And you cant make EC off the exchange. To train them, they have to a part of your crew. Once a part of your crew, they cant be sold on the exchange. You can trade them directly, and make EC that way, but not through the exchange.

Doesn't always work, I tend to undercut people by training for free if I'm around.
I always tip those that train my Boffs though, 'tis just good manners.
