I've had a STO Target CD collecting dust on my shelf for several years now. Bought it for $3 off the discount shelf shortly after the pre-release ended. Never bothered unwrapping it.
When the game went F2P, I dusted it off and redeemed it in-game for the rifle. But I haven't received it, although my account settings do affirm that the code was redeemed.

Did you look in the 'Legacy Unlocks' tab in the in-game C-Store? The item has to be claimed on a per character basis...
