Since I can't change in-game because it crashes when I do so, where is the ini file to change settings manually? This is a steam version.

yea exact thers bug in video settings its crashes when u tray do maximazie or minimize settings,for me several times alredy

Look for the below entries in "Star Trek Online\Live\localdata\gameprefs.pref." The .pref file can be opened and edited with a .txt editor.
PrefEntry GfxSettings.ScreenHeight XXXX
PrefEntry GfxSettings.ScreenWidth XXXX
PrefEntry GfxSettings.Fullscreen 1/0

Since such entries do not exist I will assume this game is still in beta. Nice to know Cryptic (yes, this is still their game) hasn't changed at all.
