A bug that involved Romulan Liberated Borg captains and their skills once they chose an ally
err.. the beam overload fires on the next weapon in the cycle.
aka, if you have phaser-plasma-disruptor-tetryon in the front and you click overload while the plasma is shooting then the disruptor will do the overload not the 'weapon on the far left' (phaser).

If no weapons are on cool down hen it will default to the left hand weapon, if weapons are out of arc or on cool down it will choose the first valid weapon.

Right.. which means the next weapon on the cycle. If weapons are not on cooldown it means they've not been fired yet and the first to fire is always the one on the left. I guess if the player intends on making sure the opening shot is a beam overload thats ok but.. really... that would only apply to the very first target in a swarm.
