How do I claim my verteran rewards? specifically

To get your Android Officer goto Earth Star Base and then to Elsa Mora the requisition officers and when in the menu goto special officers.

the veteran special costume items can be received at the tailor, you cannot use them on the character generation screen since the vet rewards are accolade tied.

How many times can I redeem this, is it only once per account or once per character?

All Veteran rewards are account wide.
Not sure how many times, but why would you ret rid of it and then want to claim it again?

You can relcaim stuff like fireworks, android or the yacht as often as you wish on every character.
