I read somewhere that bonu's cap at 100. Meaning if you have 9/9 or in an skill (100), say starship sensors, a deflector with +14 Starship sensors does nothing. Is this true?

I'd also like to know this. I feel that I have spent unnecessary points on skills and robbed myself of other skills in the process.
Completely false. There is no cap anyone knows about for skills. Max out a skill, equip the relevant consoles/deflectors that enhance those skills and you will see a continuous improvement, for most skills.
