That post made an assumption we actually didn't see on screen. I posit the ships are assembled ont eh ground, and thanks to the miracle of Warp pawer and impulse drive, a ship suitably powered can get itself out of an atmosphere (Earth's or Mar's) and finish being fitted out in orbit. Apprently some thing that it's safer to build a ship in space, with all the workers exposed to the debris and radiation in the void.

*Edit- Plus I'd like to point out that there are things called Tug Boats, which would also assist in teh transiting to orbit
