Much of the past was a hot war, followed by an uneasy peace treaty and setting up of the neutral zone and cold war, and an alien enforced peace (the Organians threatened to destroy all federation and klingon vessels everywhere, and proved they had the ability to do so).

In short, there was peace because God said so. That wasn't popular with Fed admirals let alone Klingons. All races and empires have warhawks. That said, warhawks are a lot easier to keep at bay in the face of a common threat.

All of that happened prior to The Undiscovered Country - many years prior, in fact. That has nothing to do with the 50 years after that.

All the 'aid and assistance' between undiscovered country and the alliance likely had a lot of strings attached (and ill will from the Klingon empire, who are culturally not keen on being bailed out by anyone at any level).

It would have been necessary economicly for the Klingons but that doesn't mean it was received well.

And the Klingons were attacked by Romulans at the time, which again is precident for an alliance against a mutual threat.
