Ive been running a Eng captain on the Excelsior with a beam boat set up. Ive found it pretty good dealing out the damage as well as survivability with the extra Engineering BOF. Not sure how it will work with the new Odessy but I really like the design of it so I'll try it out as a beam boat as well and see how it goes.

This is not true. 26% increase for 7 energy weapons is significantly more powerful than a higher level BOff ability. As the 26% increases the base damage, and is then increased AGAIN with a BOff skill.

So essentially you're giving up all the eng consoles to free up 2 sci consoles. As well as being short 1 tac console. For tanking I can see the difference isn't much, but for dps, that is a pretty big drop.

This is not true. 26% increase for 7 energy weapons is significantly more powerful than a higher level BOff ability. As the 26% increases the base damage, and is then increased AGAIN with a BOff skill.

If you go up against any typical ship, maybe this is the case. However, against an opponent who knows what to do, he would simply switch targets and kill someone more squishy than you, and just sit there and soak up the small bits of damage you can throw at it.
The hull tank difference might be as you looked at it before the hull skills got revamped as it did used to be a lot lower. As for damage with my extra tactical slots I take tactical team which gives bonus damage to projectile and beams weapons plus helps balance what little shields I use. Not as much as the 26% damage loss from the missing tac console but a way towards making up for the loss of 26%. That leaves me with a Lieutenant tac skill to make up for the rest of the missing damage along with all the other benefits. This is why I believe the Odyssey's does more damage. Having x2 tac teams boosting damage and balance shield is really nice. You can do stuff like High Yield III, x2 Fire at Will II, x2 tac teams. Or as I prefer Torp Spread III, Torp Spread II with a tac team hit before each spread.

Personally I prefer those two extra tac skills over a tac slot console. Also I run a torpedo boat and last patch broke the 26% damage stacking consoles so you can only use one. So for now all I am losing out on is a 18% warhead console at least until the bug is fixed.

Why do you say small bits of damage? Depending on which build I effectively do 20,000 shield drain every 15seconds (4000 to 5000 per facing every 15seconds) If we are comparing the tac slot build over sci build then without shield drain and due to tack team I only lose a small amount of DPS but gain an extra Lieutenant skill. So you can ignore me as much as you like but it is not small bits of damage. Plus I can always just heal the target the other person is shooting. The nice thing about hull tanking is all of the heal skills can be directed at anyone at the same time as boosting their resistance.

After spending the past weeks trying dozens of builds out and after tonight's PvP I have come to one conclusion. There is no best build, best ship or best setup. I think that's why I like STO so much. As for the title of the tread there is no most powerful cruiser.

Why no excel love? I've been using one for quite some time with a cannon/turret build to the dismay of many a Klingon in kerrat as well as frustrating the heck out of my fleetmates in PVP (and they all LOVE the oddy...at least until I park behind them and nail them with rotating CSF and Rapid Fire...). If build right, the excel can tank with the best of em, while dishing out the damage at almost escort levels...key word...ALMOST.
