I don't think they're 'added' abilities per se; my Vorta and Jem'Hadar DOffs from Facility 4028 had Telekenisis and Shroud already when I got them on Saturday.

Indeed in the Romulan Arc you will encounter 3 Hunter - Hunts and gather up some insight..
as part of Empress Sela's alliance with them she authorized hunts in her territory

Also as a mini-spoiler ,you will encounter them patrolling IConian space portals
So as they say the "cake" is real .

Now as to the Jem Doff duo and their Biochemist Vorta boss.
There are now Escort missions that utilize "shroud" as a Critical outcome modifier
I haent been able to replicate K white as yet , a skil the Vorta is suposed to grant.
But thats prob a passive just for the Doffs and not the Yet to e re-named BOFF
