A bug that involved Romulan Liberated Borg captains and their skills once they chose an ally
So I have a green Photonic Studies DOff assigned for Space duties which gives me a 10% reduction on cooldown timer for Photonic Shockwave and Photonic Torpedo, but not for Photonic Fleet. Why not? Is this an oversight or by design?
