Keep in mind that even on this planet when we use the same kind of materials we still only end up with near carbon-copies of tech others have only when we need to build our own production lines for it anyway.
When there is a need to alter the design up to the point it's compatible with existing production lines and methods the result is always very different.

Well, just because at least one carrier for the Feds is in the works doesn't mean that we must abandon the entire concept.

I would like to see that Starfleet gets more ships like the Galor, not the appearance but similar performance. Less Hull but higher tactical BO and more maneuverability than a cruiser.
Ships like the new Stargazer Class would suit perfect for this IMO, those ships should be availlable at Tier 5, of course.
Apart from that i don't see a reason for adding a new shipclass to the game, especially since we will get the First Officer station, eventually in the far FUTURE.
