It would be nice to have a way to get them for those of use who hadn't been playing the game for a long time when the dilithium conversion happened. I'm just grateful to a friend who had an extra and was generous enough to give it to me when I helped him get the optional on Infected Ground elite...

That said, having one on all of my toons would be awesome.

I don't know why you want it so bad, the bonus they confer is so minimal it's unnoticeable. My veteran boff has sat on the sidelines pretty much since I got her, because she's just outclassed by efficient boffs.
