4 Purple Mk XII Phaser Beam Arrays fore and aft.
Biggest capacity shields you can find.
Bunch of armor and hull plating in engineering slots, with one set aside for your cloaking device.
Double Field Generators in sci slots.
3 maxed Phaser Relays.

Pump your points into energy weapons, shield and hull heals and batteries. Cloak before a fight. Hit your boff weapon power boosts as you uncloak, hit enemy with spinal phaser lance, then broadside. Throw heals and debuff cleanses as needed. Repeat until it dies.

6 Arrays + 2 Forward Launchers for STFs out DPSs the 8 Array setup by a LARGE margin.

I guess in STF's it's not too much of a concern about facing since 80% of the stuff you fight doesn't move. If you're actually fighting stuff that can fly, chances are it can fly circles around you in the Gal-X (Base Turn of 6, may as well be locked at 6 for all you can do with it). Getting a forward facing on a moving target to fire off the torps is a tough prospect in those situations unless you have team mates who are well coordinated and debuffing the enemy for you.

And since OP didn't specify PvE, PvP, STF, Elite, Normal, etc... he got the generic answers. :-)

Thank you Mr. Attitude!!

Totallly correct, but even 8 arrays on a moving target is not exaftly great, the 7th array (at 125pwr) adds about 180DPS and the 8th array about 155DPS, you're better taking a fore and aft Launcher for the spike damage really.
