Just as the title says, let players board and capture ships for reverse engineering. That way, it would be easy to explain the Feds getting carriers, raptors, and gurambas...they stole them from the KDF! And the KDF could get their own version of the Delta Flyer this way.

No, players wouldn't actually lose their hard-earned ships. I'd see it working along the lines of the STF system. Raiding enemy ships would givea chance of tech drops that could be combined to create a ship not otherwise seen on a faction. For example, fleet escorts on the KDF side, and carriers on the Fed side.

The new ships would not necessarily be carbon copies of the enemy ships, but rather serve the same function but with a look befitting their new faction.

This would also be a way to have consoles switch factions as well. A Barrier Field console could be stolen by the KDF, while a Jump console is captured by the Feds.

I would like this , but more as a shorta special thing, for fleets, and they would need to participate in a certain fleet action(perhaps one / day) multiple times to get it even one ship, and then again it would be something the fleet owner gives to one member only and there could be a limit inside the fleet of how much reverse engineered ship is allowed per fleet. Ofcourse that would give us something new to work on (fleet progression that increases the number of such ship allowed per fleet)

Your essentially asking for the entire KDF fleet to be available to you (and yes they would get the Fed ships but I can't think of any Fed ship my Klingon would want to fly). Klingon Players are very touchy about the Federation players asking for copies of their ships, especially when you have so many more than they do.

Even in your own argument you choose the Garumba and a cloaking Escort and give over the Delta Shuttle! Seriously that's your best offer? two ships for a single Shuttle. The Toron Shuttle is more like a Runabout than a Shuttle and is much better to fly than said Runabout. I've flown both, and I think I'm happy with Toron being the freebie as it pwns the Type 8 on everything but show appearances.
