I'm here to bore you lot with yet another Ship Tier revamp proposal, though it's a derivative of previous proposals. The current categorization and placement of ships lacks coherency and is affected by redundant ship "types" and poor naming convention.

The revamp proposal incorporates the idea of allowing lower Tier ships in effective higher Tier play, with all the bells and whistles. With the notable exception of Tier 1, as this has been hammered through ad nauseum already as not being a possibility.

Retrofitting

Tier 6 represents the top of the line, it is 25th century built/designed ships and thus there are no retrofit options available.

Tier Fluff, Special, Shuttles & Fighters and Tier 1 cannot be retrofitted.

Any given ship is restricted from using higher Tier “Equipment” unless it is a Retrofitted ship or it belongs to the Special category. Equipment being loosely defined here, it can mean to describe the newly introduced items written about below, or it can be used to describe a complete prevention of higher Mark items all together unless a ship is retrofitted. I'll leave the distinct up to Cryptic should they endorse the idea (About as likely as me winning the lottery).

New items introduced which dictates the Bridge Officer, Weapons and the consoles layout for a ship. Suricata’s Warp Core and Computer Core proposal would work nicely.

Adds new bridge layout option.

Adds new exterior visual options such as Saucer, Hull, Nacelles, Pylons, Color schemes, Ship Classes ect.

Adds a unique Console, Shield, Weapon, Engine, Deflector, Device, Armor, Ability, or the new items which determines BOFF and console slot layouts.

C-Store points to purchase. Exponentially higher costs on a descending scale starting at most expensive at Tier 2 through to Tier 4. i.e the lower Tier ships are more expensive than the higher tier.

New Ship Items

Two new items would have to be introduced to allow for customization of the Bridge Officer layouts, Weapon and console slots onboard a ship. Suricata’s Warp Core and Computer Core proposal would work nicely.

Armor
Armor Alloy/Plating as Engineering Consoles makes little sense, especially in regards to play balance. They are moved to their own specific Ship item slot under this proposal, similar to how Shields, Deflectors and Engines are now. This opens up for unique Armors and for current and future Set bonuses to include an Armor item.

These two changes effectively adds 3 new items to customize and equip ships with.

Tier explanations

Additions and changes to Tier Fluff
Tier ‘Fluff’ is where the TOS ship and other such novelty items belong. This Tier is not subject to the retrofit proposal.

Additions and changes to Tier Special
Tier ‘Special’ houses ships which doesn’t conform to the standard naming and function schemes. This is where ships such as lockbox drops, promotional event ships, Tribble test rewards and other such specialty items fits.
They are not subject to the retrofit proposal. These ships are presented ‘as is’. These ships can/should still be allowed to fit any Tier items, with the exception of the newly introduced items which allows for changing Bridge Officer, Weapon slots and console layouts.

Additions and changes to Tier 1
New players should be given an appropriate matching ship based on their class choice.

The Oberth Class Light Science Vessel for Science Players.
The NX Class Light Escort for Tactical players.
The Miranda Class Light Cruiser for Engineers.

This eases the transition and increases familiarity for newer players to the type of ship they are more likely to pilot over the coming levels.

Additions and changes to Tier 2
No changes were made to Tier 2.

Additions and changes to Tier 3
A Heavy Cruiser Retrofit needs to be introduced
A Research Science Vessel Retrofit needs to be introduced
The Heavy Escort Refit is renamed Heavy Escort Retrofit
The Advanced Heavy Cruiser and the Advanced Research Vessel are moved to Tier ‘Special’.

Additions and changes to Tier 4
Tier 4 is heavily burdened with redundant designs.
The Exploration Cruiser Refit is merged with the Exploration Cruiser Retrofit
The Tactical Escort Refit is merged with the the Tactical Escort Retrofit
The Long Range Science Vessel Refit is merged with the Long Range Science Vessel Retrofit

Additions and changes to Tier 5
The Advanced Escort is merged with the Multi-Vector Advanced Escort
Fleet Escort Retrofit needs to be introduced
Assault Cruiser Retrofit needs to be introduced
Deep Space Science Vessel Retrofit needs to be introduced
Star Cruiser is moved to Tier 6
Reconnaissance Science Vessel is moved to Tier 6
Advanced Heavy Cruiser Retrofit is moved to Tier 6
Advanced Research Vessel Retrofit is moved to Tier 6

Additions and changes to Tier 6
Exploration Cruiser Retrofit are moved to Tier 4 and merged with the Refit version
Tactical Escort Retrofit are moved to Tier 4 and merged with the Refit version
Long Range Science Vessel Retrofit are moved to Tier 4 and merged with the Refit version

The ships which were moved to Tier 6 may require minor tweaking to accommodate their new positions. They were moved to Tier 6 because they in essence already represent 25th century built/designed/enabled ships.

I'm not sure if I'm following this right but it seems you would remove the defiant refit and the Neb from end game, to which I would say no. Over all ism not sure where your trying to go, given you borrow HEAVILY from the Suricata proposal, which so far, to me, as the most potential.

To me this boils down to its 2409 so we must have gundam ships. Which, I don't want, with the exception of the Oddy,which i still ahve some issues with, most of the Cryptic designs, especially escorts do not fit well in the flow of design of trek. Most of them look to me like they'd have serious issues with a warp "bubble"

The fact that STO takes place in 2409 is irrefutable, this is the 25th century and ships at the top end of the spectrum (Top rank, Top Tier, Top level, Top X) should reflect that. Whether the ships look appropriately Trekky or not is a topic for another discussion.

There are core problems with the currently available ships that goes beyond the basis of allowing interchangeable BOFF/Console/Weapon layouts. FYI I claim no credit for that idea and have made no reference to such. I think the core idea has merit and that it addresses part of the puzzle. However simply introducing that idea on it's own isn't going to address the core problem.

The overall issue is that Cryptic have painted themselves in to a corner by trying to shoehorn all these variously outdated, by 25th century standards, ships in seemingly at random.
I can understand their desire to appease fan wishes for these ships from the movies and shows, however those ships should in some cases not be part of the regular Tier progression and most certainly shouldn't be present at the top tier.
The ship segregation or categorization needs to be addressed, it's flawed.
