That's simple: Tac Odyssey.
Or Sci Odyssey if you're planning to be really, really slow to kill stuff.

TL;DR -
1. Tac easilly has higher sustained DPS than the Sci for the first 2 minutes every time you change target (or target goes outside 10KM). Aside from the 3rd tac Console slot: Tac, unlike Sci, can also constantly stay at maximum Weapons power without using EPTW or dropping the saucer.
2. Tac always has higher sustained DPS than the Eng.
3. There is very very little difference in survivability amongst the Odysseys, but a fairly big difference in sustained DPS. You do not need higher survivability than the Tac allows you, ever, in PVE.
4. There are better ships to fly than the Odysseys in PVP. You'll never do as much spike damage as an Escort, and usually for Support/Healing you'll want something that doesn't have its maneuverability on a 5 minute cooldown.

The only thing that makes me attracted to the Eng Odyssey is Chevron Seperation, which is a console.

If you want a cruiser for your Tac captain, save your money and get an Excelsior (Advanced Heavy Cruiser Retrofit) instead. It turns surprisingly well for a cruiser, and has a Lt. Com Tactical Boff slot.

Been trying it out this weekend and having a blast. Set mine up with three Polaron Dual Beam Banks & a Quantum torpedo launcher up front, then 4 Polaron Turrets in the rear. It's built for shield stripping, then tossing a High Yield torpedo through the slot.

You won't be doing fast turns, but in STFs you're better off cutting your throttle to minimum to keep your forward arc on the target anyway, since most of your targets are stationary.

Operations Cruiser: +5 All Power, Saucer Seperation, and +1 engineer console slot

Tactical Cruiser: +10 Weapon Power +5 Shields/Aux Power, Aquarius Escort, and +1 tac console slot

Science Cruiser: +10 Shield/Aux Power, Workbees, Sensor Analysis and +1 science console slot

Those are the only difference between the 3.

I have been using the Tac Odys' pet for some time and the first thing I noticed is that they fixed the AI regarding core breach explosions. As soon as an enemy is killed, the Aquarius will speed away from it, and it is so fast that it is never caught in the explosion.
