Regular Phaser Cannons have a 180 degree firing arc, I have been able to chase down escorts with this set up so it works.

The maximum dps set up would be 3 Dual Beam Banks forward with Turrets Aft. you would have to use an RCS console to make the best use of that set up though, as it would only have the 90 degree forward firing arc.
