The D'kora is superior to the Galor in a few ways and inferior in a few ways too. In battle mode, the D'kora is as good as an escort for firepower with its energy weapon and torpedo bonus, and it still has the hitpoints of a cruiser and it gains +30% turn rate making it turn faster than a Galor. In tank mode, the D'kora is tougher to crack than most cruisers with its hull resistance bonus. The EMP burst is an awesome little bonus ability too.
The Galor has more flexibility with its boff stations. You can choose between tac heavy, eng heavy or medium science capability in the Galor. You're more limited in the D'kora, but that shouldn't really pose a problem.
The Galor also has four special weapons which kick *** for cruiser weaponry, but would be wasted on the D'kora when you can DHC+Turret the hell out of it. I wouldn't use the missiles(the ones in the Ferengi set) over a good old fashioned quantum torpedo spread, however.
I'd say the D'kora leaves the Galor in the dust as far as performance goes. By the way, I wasn't joking about wanting to buy your D'kora. Unfortunately I only have roughly 15 mill EC and a purple Mk 12 eps regulator (worth another 15 mill) as something to trade and I suspect you'd ask for a heck of a lot more than that.
